Implementation

Based on the strategic plan made in the 17th CPC National Congress of “giving priority to education and turning China into a country rich in human resources”, this Outline has been issued for the purpose of promoting the scientific development of the cause of education, improving the national quality in an all-round way and pushing forward the socialist modernization drive.

Preface
Being the cornerstone of national rejuvenation and social progress, education serves as an essential approach to improving the national quality and the overall development of men. Giving priority to education and upgrading its modernization level are of decisive significance for building a moderately prosperous society in all respects and turning China into a prosperous, democratic, culturally advanced and harmonious modern socialist country.

The CPC leaders, together with people from all walks of life, have always attached great importance to education. Since the foundation of the People’s Republic of China, under the leadership of Comrade Mao Zedong, Comrade Deng Xiaoping, Comrade Jiang Zemin and General Secretary Hu Jintao successively, an approach for educational development with Chinese characteristics has been identified and applied by the joint effort of the whole party and the whole society. We now boast the largest education system in the world, which guarantees the rights to education of the masses. Due to a substantial increase in educational expenditure, the operating conditions have been improved to a large extent, the education reforms are gradually deepening, and the management level is constantly rising. Entering the 21st century, major progress has been made in education equity: students in both urban and rural areas have access to free compulsory education, vocational education has been developing rapidly, higher education is generally popularized, and rural education is further enhanced. The development of education, which is important for scientific and technological innovation, cultural prosperity, and the upgrading of the national quality, has made irreplaceable contributions to our economic growth, social progress and the improvement of people’s livelihood. China has turned from a country large in population into one rich in human resources.

The world today is undergoing great changes and major adjustments. With the deepening of world multi-polarization and economic globalization, science and technology are advancing with each passing day, and competition for talents is intensifying. China is at a crucial stage of reform and development. As progress in economic, political, cultural, social and ecological development needs to be promoted in an all-round manner, industrialization, informatization, urbanization, marketilization and internationalization are gaining momentum, pressures of population increase, resource shortages and environmental degradation are growing, and the transformation of the economic development pattern requires to be accelerated, it is of great significance to improve the national quality and train innovative talents. The future development and the great rejuvenation of China rely on talents and education.

Facing unprecedented opportunities and challenges, we must be soberly aware that China’s education at the present stage still fails to fully meet the needs of the national economic and social development and those of the masses to receive good education.
